I don't think Mindef is planning to use RSN's assets to transport military vehicles. The cost of such an arrangement had been proven to be 10 times as high as using a normal cargo ship doing multi-port stops.

In my opinion, it's not really a big issue. China just want to show SG who is boss. SG is not that important a chess piece than what people think it is. SG always promote itself as a supply base for the USN, but if you think about it, such an arrangement is only useful during peacetime. During wartime, China will be attacked from bases in JP and KR, not from ships travelling from Europe to SG to China like those cargo ships.
