Samkor, Strata Act is another set of act which is different from Strata Management Act though it's related /make reference to the other act in some part.

My interpretation on the individual-titled development is that the DMC is merely a contract between the signing party and in the event there is a change in ownership the contractual terms in DMC cannot bind the new owner unless it signs on it.  Unlike stratified development whereby the DMC is under the framework of an act (ie SMA) which allows the rules to remain enforceable to the new owner as if it has signed the DMC. 

Anyway, the abovecis purely my worthless blow water opinion.

I would say the effect is the same as the case of change of ownership whereby the new owner refuse to / doesn't sign the DMC for whatever reason.  The RA can't force the owner to pay for the security fee, deny its entry to its own housing area or use of the public amenity but it can "create" some inconvenience like having the need to register at the guard house...
