can we use Webe using wifi dongle? portable 4g wifi modem some sort?

so confirm use USB dongle can use? use the old ZTE MF190 (From old times Maxis or Celcom ones) can use?

i've encountered something really odd. With actual Webe line, the Line reaches full speed.
Now i'm in an area roaming via celcom line, with 3G connection at least. Full bar. This morning, my download speed hit 700-800kbps. Now, my download speed max hit 60kb/s... HOWEVER, upload speed hit 400kbps Can anyone explain this? Attached thumbnail(s)
