For me "Quota" is defined as data usage in Weekdays and Weekends are separate. Like other telco, they grant certain quota from Monday to Friday. Even worst, some telco restrict the speed to HSDPA instead of LTE from Monday to Friday (still exists... IDK....).

Example, Celcom First Gold plan. It offers 10GB "quota" for weekday. While on Saturday and Sunday, it is limited 2.5GB only. If you exceeded 2.5GB on Sunday afternoon, it will continue to deduct the "Quota" from weekdays...

webe is totally unlimited data and no quota at all. Can download/upload 24/7 anytime and anywhere (so long as there is Celcom coverage or 850MHz LTE coverage...)
