pedal or foot rest?
it's hardly a foot brake in a manual car as it's danger

i think if it's a manual, it would be a foot rest, as from there it's easier to reach clutch n to prevent leg from rest on clucth to reduce wear n tear of clutch, if auto then a foot brake n a foot rest

if the fourth pedal is on front passanger side, then it's a L car, emergency brake from the driving school teacher, for him to step when he saw a chun gal by road side, peweettttt...
