Correct me if I'm wrong, but is the body that many here advice approaching the Tribunal Pengguna?
Before I started looking at the internet as a marketplace, I scoured Lowyat for advice on how to handle scam cases if they were to arise and I recall reading a post about how efficient and cheap the Tribunal Pengguna is.
