MSI afterburner is known to mess with AMD Driver's settings and profiles, restart PC and the AMD driver's global profile got reset to default again, that's one problem.
Path of Exile also have issue with it's overlay function (or any sort of overlay tool) and cause crashes, not exactly Afterburner's fault in this case, but it's additional tool Rivatuner.
Adjusting OC with Afterburner sometime also causing somesort of driver conflict > system crash when playing game and playing video at the same time. Basically not that great for multitasking.
I just uninstall it to reduce the headache.
Don't think I using Fast Startup. Think I shut it down before, now I don't see it in the power option page where it suppose to be anymore.
Yeah, modified the BIOS so you card have lower clock speed. Too bad your card dual BIOS switch is between Legacy vs Uefi instead of Boost vs Non-Boost like my old Sapphire 7950 Vapor-X which actually artifacting when i use the Boost BIOS.
Hmm, I don't have any overlay issue with POE.
If i recall correctly, Afterburner start having compatibility issue ever since AMD introduce Wattman into Radeon Setting. Unwinder is not please with support from AMD so there probably won't be any fix for it.

You don't really need Gameworks to make 980 Ti perform near Vega 56, any single threaded heavy games is enough to cripple Vega 56 to near 980 Ti level. Good thing the industry is starting to make better multi-threaded games ever since Ryzen and Vulkan/DX12 is around.
Of course Vega 56 is better overall but it's not enough performance to warrant an upgrade compare to my overclocked 980 Ti, although since now Turing is out there, optimization support for Maxwell will probably lag behind.
I found several 1080 for 1.5k and 1080 Ti for 2k. Vega 56 for 1.3k is not too low imo, at least not from buyer perspective.
