Pangborn and Dr. Strange would have to channel different power/energies to regain limb usage.... in which Dr. Strange at the end of the movie have not yet master... 2nd & 3rd act happens at a very short time frame... with Dr. Strange only having one trick essentially, Infinity stone (eye of Agamotto)... To heal his nerves/hands... he would have to reverse the time (including himself) all the way back to before the accident.
