After call in to complain, today came back with positive news. SCB CS will manually put the "missing rebate" direct to my CC account.
If it happens again, just give them a call and they will check first.

today kena Annual Fee for my SCB JOP....
Called into CS to get it "waived".... approved with no spends required.

Also noted May's BigPay merchant name is "BigPay Malaysia" again.
hope I won't have the hassle to call CS.
