Haven't experienced this policy as I always zerorize my card before cancelling. I suspect for larger amounts they should be obliged to transfer to a CASA (although they may make you weit in and do a lot of admin to get it). However for 50 sen, they may have policies to make you surrender it or spend it. But I'm just speculating.
Anyway, since your amount is negligible, here's my suggestion:
If you have a positive balance, shortly after you receive your cashback or credit etc, just make an online transaction (e.g. Pay TNB or Mobile etc) to bring your balance to zero. Once its been posted (in a couple of days usually), call CS and cancel. Makes sense right?
