I'm an avid dog owner. I used to own two german shepherds when i was younger but unfortunately they passed on at the ripe age of 14 human years. Anyway, seeing that dog of yours reminded me of my dog when I was little. I can't fully say if it is in fact a german shepherd but from the face it does look like one. My dog had the problem with the ears too haha, and it really makes them cute so this is what we did. We bought a strong tape (not like a duct tape, more like a reinforced selo tape) and taped the dog's years from the inside to the outside, covering the whole ear so that it stood up. Some german shepherds have this problem when they're older (5 months old). If your dog's still young perhaps you can give it time but still taping the ear won't do any harm to him.

***Edit: OF course we only covered the outer skin of the ear, not the entire ear. That way the dog might not be able to hear.

Well if you wanna keep your german shepherd indoors, well, firstly you gotta find the right dog food brand to give your dog. experiment with yoru dog different companeis each time you buy him the food and see if he sheds his fur. Or sometimes your dog may not be having an extremely sensitive skin but from my experience they tend to shed fur depending n the type of biscuits etc. Look at the meat of the biscuits, some are lamb / beef / chicken / and fish.
