Acronis Universal Restore ?

create image with your current PC.

restore it to your new PC, then reinstall the driver.

it's better to install windows fresh, then install the software and restore the software's setting & data.

you can go to the software website to see how to backup its' data & setting.

Acronis is not free.

And I don't like their latest version anymore.

Just download and use Macrium Reflect to do imaging and cloning. It's free and works very well.

Because the programs have settings in the registry hive, which is different for each PC.
During the MS-DOS times you could just copy. Things change.
