it's just a carpark, not the parcel itself. how can the tenant commit crime on the allocated car park -.-
anyway, there's no need for too formal an arrangement, an agreement is not required for circumstances like this but if you are worried then just draft out a simple letter stating the basic such as, how many cards was passed to the tenant, what is the rental rate, remedies for event of default and matters after the tenure has ended.
there's no need for advance rental, security deposit would suffice.
i suggest that you check with your management on the costs for a replacement card in the event if the tenant defaulted in payment and refused to return to you the card, your security deposit is enough to reimburse you.
