You are charged a normal IDD call to SG.
Your friend is may or may not be charged for receiving a call (the majority of call plans in Singapore count receiving calls as chargeable).

In all those scenarios I assume the standard roaming charges (as practised since the 1990s) apply.
In fact nowadays in 2016, the big 4 Malaysian telcos all offer daily roaming charges that limit what you pay every day (typically RM30+, but sometimes cheaper than that).
