My company apps belum iOS 10 compatible.

1) My staff iPad is current at iOS 7. How can I update her iPad to iOS 9 whitout jumping straight to iOS 10?
2) My other staff recently got iPad with iOS10 pre installed . How can I revert the OS to iOS 9?

Apple already stopped signing iOS 9 updates. No way to skip iOS 10.

if ios7, means its ipad2/3

afaik. when apple stops signing the ios9 firmware, you can't go back to ios9

during time of ios7 still can use shsh blobs and custom host file to go back previous firmware. i highly doubt u have shsh backup for the ipad.

either purchase a used unit with ios9 or wait company updates /support ios10

You can't downgrade the iOS or simply choose which iOS you want to install unless you jailbreak it and compromise it's security.
