There are always surplus old models when they are launching models, sure there are enough phones for everyone, and they can ramp up production as Note7 halted. The possibility is there since S7 is one of the interim phone when Note7 first recall.
If Samsung decided to go interim S7 → S8/Note8 path, the money is still with Samsung (still within the company), and I believe the price of manufacturing a phone is cheaper than the selling price, I wouldn't be surprise if the price we pay can cover the manufacturing cost of one Note7, one S7 Edge and one S8/Note8 (maybe a bit short), but nevertheless, Samsung loss will be lower than total refund (physical money flow out of Samsung), not good for financial year report and shareholders, and lose market share/loyal customers. Not many Note7 are manufactured so Samsung can count those manufactured as loss (or scavenge what ever part for S7 Edge manufacture).

No business is risk-free and smooth sailing, I guess.
But US customers opt to retain the phone, they can't sue Samsung even if the phone catches fire for sure, insurance will not cover the damages as it is a known fact Note7 will burn unexpectedly, operators/owners forbid Note7 on their premise for fear it will burn down their business or injure other customer (lawsuit), etc.
