The orange and black markings does make it look like tiger stripes but if you observe closely the black markings aren't the same as a tiger's. The name Growlithe suggests that it growls but a tiger roars whereas a dog growls. Its evolved form carries a larger indicator in its name - Arcanine, a canine, which suggests it is of a canine species.

Colloquially, it can be called a harimau, like how we call Bulbasaur nasi lemak, or how some refer to Slowbro as "Si Ham Ngau Si Fat" (or cockle bites buttocks). But they are rightfully, as the generation one pokemon designers referenced it from the our real life animal - a canine.
