You can tether unofficially with mifi/usb dongle, but no one is responsible if u get banned or non certified device.
For tethering with certified device, root is needed then install http injector and enable vpn over hotspot. This way hotspot clients will go through the vpn to the internet, bypassing webe tethering block page.

Step 2, Select the following option from menu


Step 3, Scroll down and specify preferred network modes


DONE!!

Either vpn on client devices one by one (no root)
Or impose vpn over Entire Hotspot connection (need root)

No need DF tethering fix on latest http injector versions, unless u using 3rd party vpn apps. Just press button with 3 dots on the top right and tether.

webe very well has the capability to block mifi and usb dongle but they close 1 eye as for now

as long its not widespread (eg the same thing for other telco quota bypass) it will have minimal impact on infrastructure and just allow it

actually i have an idea. since ppl using webe for usb dongle to pc, u might as well attach an external 3g antenna to the dongle for better speed? (google to do this modification)

also webe most probably wont block activating internet sharing via wifi on windows
