let me clarify.

when peoples say "using celcom 3g", u are only using the coverage provided by celcom's base tower. the plmn brodcast is still webe. which means your data connection will be route through celcom radio controller (rnc) towards the webe core network.

provided that there is no congestion at the ran side, 3g speed should be in average good treshold.
