You can tether unofficially with mifi/usb dongle, but no one is responsible if u get banned or non certified device.
For tethering with certified device, root is needed then install http injector and enable vpn over hotspot. This way hotspot clients will go through the vpn to the internet, bypassing webe tethering block page.
