Can you check under Settings > Messages > Send and Receive and see if your phone number is ticked?

I MNPed from Umobile (where iMessage was usable with my number) but on Webe I can only use iMessage with my Apple ID.

change build number will cause no issue. A webe customer rep confirms that they track imei number to know what model phone you use, but if you change the imei number = death.

I thought they haven't fix it yet. Now got proof kuronoku has his iMessage working. ffs webe.

Everytime i contact their customer rep, all they trained to say is "we will escalate the problem to respective department".

i thought it was common knowledge if your imei number has lost/changed, your phone is pretty much a brick. Unless of course your phone is rooted, then there is a way to change it
