it is impossible for them to do that on a network level, it will be mitm

they do however limit your connection to 2mbps on certain streaming services such as youtube (which include all google services such as google play store)

Anyway I am in Langkawi today, seem like most places got 4g lte with about 10mbps
certain forest places no 4g or even very bad 3g lol
