need more information, a copy of the title or the description under Sekatan Kepentingan would help alot.but from the general inquiry that you have made, it seems to suggest that "restriction" refers to state consent but if the land itself is a "bumi-lot" then good luck in getting sold to a non-bumi because as far as I know, it is almost impossible UNLESS if it purchased directly from the developer and the developer agreed to paid the "penalty" to "unlock" the property.
