it seems to be that Win10 version is Chinese version and will always be displayed in chinese... You'll need to buy either Pro version or english version of the license...

You can buy from any retailers on the market... Cheap cheap or expensive, up to you...

If you need back the Mi apps on that laptop, there's also guides to do it...
