C1/C2 doesn't mean your English is bad. In contrary to that, your score is good. Scoring A1/A2 proves that you have only beginner level of English.
They either didn't bother to check what C1/C2 meant or they'd doubted their own performace, so their score should be readjusted to A1/A2win win
