I think when roaming on China Unicom, they seem to have a special network that is not blocked, thus the ability to access the usual websites that we know China blocks.
When you are roaming on Maxis preferred partner in the country you are visiting, it routes the data back through Maxis. It will show Maxis as your ISP. That is why when you are in China roaming with Maxis, you can access Facebook.
