MAKE IT SIMPLE - just use the exchange rates from the bank that issued your card and u wont regret. PayPal exchange rates suck, and its well-known by experienced PayPal users. So dont have to get so worked up over the difference. Pokok ceritanya, let your issuing bank determine the exchange rates. Master n Visa CC add 0.5% for transaction charges, whereas for AMEX its 2.5%.

In cases where you are sending money to people whom you trust overseas, via the gift method, then topup method is cheaper. Paying for gifts via your balance, you can save on the paypal fees.
But certainly one of the rare cases.
