I heard got problem liao... » Click to show Spoiler - click again to hide... « New Tokyo Governor Yuriko Koike has postponed the Nov. 7 transfer of the Tsukiji fish market to the Toyosu district, citing that the final groundwater survey of the new site has yet to be conducted.
“I will clearly explain the reasons (for the postponement) soon by holding a news conference,” Koike told reporters on Aug. 30.
Located 2 kilometers southeast of the Tsukiji market in Chuo Ward, the Toyosu site in Koto Ward has been undergoing a series of surveys to determine the safety of the groundwater for the relocated fish market.
Seven surveys have been completed, with the groundwater meeting environmental standards each time. The final survey is scheduled to begin on Nov. 18, with the results expected by the middle of January.
“I have major doubts (about relocating the market ahead of the completion of the last survey),” Koike said at an Aug. 26 news conference.
During the Tokyo gubernatorial election campaign in July, Koike vowed, “I will rethink the relocation plan.”
The governor added she is concerned that the total costs for the relocation have ballooned to 588.4 billion yen ($5.8 billion) from the 431.6 billion yen that was estimated in February 2009. In addition, some businesses are already complaining that some of the facilities at the Koto Ward site will be inconvenient to use.
Koike said she will look into those problems and consider ways to resolve the concerns.
A part of a new major road, which is expected to be used as a major artery for venues of the 2020 Tokyo Summer Olympics and Paralympics, is scheduled to be constructed on the site of the Tsukiji fish market after it relocates to Toyosu.
Because of the postponement of the relocation, the construction of the new road--the Kanjo Nigosen (Loop road No. 2)--could be delayed.
The Tokyo metropolitan government has spent about 85 billion yen for projects to secure the safety of the soil and the groundwater at the Toyosu site, including replacing soil and installing a groundwater monitoring system.
Hiroyasu Ito, chairman of the Tsukiji Market Association, has demanded that the relocation to the Toyosu district be implemented as scheduled.
“If the opening is delayed, we will be forced to reconsider our plans concerning the relocation in our busy period, including the year-end and New Year holidays.” Ito said. “As a result, we will have to shoulder (new) economic burdens.” This post has been edited by idoblu: Aug 31 2016, 11:49 PM
