Metered connection setting, Error when connecting Bluetooth devices

Does anybody know how to get rid of this error? I tried to Google this but always the suggestion is to go to advanced settings and unchecked the "metered connection" setting. The thing is, I cannot find this "advanced setting" Background: On XPS12 9250 with windows 10 anniversary update Trying to connect a Bluetooth keyboard, and also the Dell active pen, always failed due to this error

I think the advanced settings is in the metro ui settings which can be found on start menu.

update: found the setting for the metered connection but it didn't fix the error message although i found that my bluetooth keyboard actually works, even though i got the error message... my active pen also works although the error message is still there, but the top button of my active pen does nothing. considering the pen also works even without bluetooth being switched on, it is possible that the top button requires proper bluetooth connection to work.
