It should be a good sign. Else, Dell would not have wasted any time getting you through another round of interview.
Example would be in the Technical Support department for Australia & New Zealand. All new employees would have to go through a round of simulated call from an Australian employee (of manager level).

It depends on the position that you have applied. Most of the MNCs today would prefer to source for new employees from job-hunting agencies since any unsuitable employees can be terminated instantly without much procedures to go through.
