That's correct, you need to state what's your primary style\purpose you going for.

Those will affect\determine your build

Generally, PvE is Beast-Master, or Trap\Survival-Mastery (crowd control)
- the focus here is either your pet aggro-control, and\or you crowd-control abilities

PvP wise can be Beast\Marks\Survival, depending how and who you teamed up.
- its really depend, because in PvP, its typically not mean for solo, and its really depend on your comrade(s).

Raid wise its generally Marksman
- Your value in Raid practically is DPS

IMExp, I found Serpent Sting is not much useful at high end level. Look at its dmg, about 500+ only about some 10+ secs. I can do that with about 2 normal shots, no mana cost, and 1 Arcane Shoot can give almost that much of dmg. And if I'm lucky got crit, my Arcane hit > 500.
and there's an additional plus on Arcane shot, its bypass\ignore enemy armor class.

I spam Arcane Shot when in need to bring down enemy 1st, else I use it when I got full mana, or as a finishing shot.

Nowaday I use Scorpid Sting, and practically doesn't use Serpent anymore.

B4 the big patch chg, Scorpid sting, is definitely my top fav apart from against mana caster which I may try use Viper Sting. That time it reduce the STR and AGI quite high. Imagine stinging those onto those Warrior or Rogue, kekeke, to irrate them.

After the big patch chg, its no longer STR and AGI reduction, but became 5% missed hit.
Well, its still damn good for me IMO.
Imagine 20 strikes\hits by the elite, 1 of them will missed. And that probably save yourself or pet from a possible crit hit

In fact, I'm running out of action button slots, I'm putting Serpent sting under Viper sting within a single slot. Putting in macro to shot Serpent only if i pressed with right muse button
