Briefly visited the "site" when I was at Kiara 2, facing the highway, and based on the map, Kiara Kasih should be around that area (the circled)

I went up to the 5th floor, and there is a box that says "borang permohonan RUMAWIP", so you just dump in your documents. Make sure you put all of them in an envelope though! So yea, there wasn't any queue, or any human in fact hahaha
