Most likely is the Sunrise strategy to have all the affordable housing at the fringe of MK to offset the requirement to provide them for their other bigger developments. e.g. Solaris Dutamas 2, etc.
As Sunrise may make more money (faster and no risk) by selling off the land than to built affordable housing.
