yes u can, but must ripped the dvd 1st, compress the data n burn it using ur CDRW...( make sure ur files size when ripped fit into ur cd-r)... em i rite???

try once... i nvr rip dvd juz help u...

Are you sure you want to rip DVD into VCD? The quality will be bad. And you will need at least two discs (for movie). Not worth unless you absolutely need it in VCD format.

Imagine DVD 4.7GB (Single Layer) or 8.5GB (Double Layer) downgraded to VCD format (650MB x 2 Discs). Sure quality will be bad.

I do not have the choice, as my brother ask me to do so.

Yea, no harm trying. The original quality of the DVD source will also have a bearing on how the downgraded VCD quality turns out.

It won't be as bad till the video can't see, not as bad as that. If your DVD is really good, then maybe the VCD might turn out like normal VCD you buy from shops.
