I have no idea.

All I know is that I'm very surprised to see the performance indicator says 300+ ms but I had no issue with the game, no rubber band and I can shoot and kill with no issues.

Then there was a time when I was at Nvidia event, the ping was less than 300 but I get a whole lot of rubber band effect.

I also play games like League of Legend and for that game, ping goes above 100ms is means getting shitty and towards 200ms onwards means I can't shoot properly already, all timing off.

Which is why I'm surprised at OW's reading.
