what is the factor that determine/affect the level of pokemon found? the player level? or the highest CP pokemon you having? or by location?

I prepared 100 pokemon for evolve. But I only able to evolve ~65 in 30min, using the Favourite tip. 6 of them newly register to Pokedex. I am too slow...

For the lucky egg and mess evolve, can we log-in the same account in two phone, then evolve using two phone?
