Method 1 (no root)
What you need:
1. android phone
2. A knowladge to setup proxy

A. 1st device
1. Download Proxy Server from google play
2. Setup your proxy server. If you dont know what are u doing, just create a new server and insert "8080" on port box.
3. Start the proxy server
4. Start tethering

2nd device
1. Connect your 2nd device.
2. Put ip "192.168.43.1" and port "8080" on proxy settings.
3. Now test your connection. If you still not have connectivity, sometimes you need to enter manually the dns.  Just use google dns. "8.8.8.8" and "8.8.4.4". Sometimes restarting phone will help..
Note:
This method is suck and useless for those:
1. Playing real time online games like dota.. Fyi steam doesnt support proxy.
2. Downloading files that not support resume. As this connection is not stable, it will be a nightmare for those using almost every free sharing files site.

Method 2 (rooted phone)
*this method is more stable and can allow you to play real time online games. And ofcoz downloading with 30Mbps speed on your 5TB hdd desktop. As this is the best method right now,  i wont share it on public.
Hint: encryption, fastest vpn server, reroute

Until now,  this method is still working for me.  I never get banned or get any warning on it..  Use at you own risk.

using modem can do or not? Don't feel like buying another phone and root it.

Very well said. Webe doesn't have 3g, so if your location has no 4g then you are at its worst having to depend on Celcom.
