Back when I was enchancement spec Tauren shaman I can kill a gnome mage in 3 shots with my 2h axe, sometimes 2 shots if both shots score a critical. we were both level 29 by the way.

Enchancement is actually very good if u like to go melee. Elemental is also good pvp if u like to hit with spells. depends on your play style. but of cos i highly recommend investing a few points into restoration also as it helps whether pvp or pve.
