I normally go jogging at night and you can find plenty of magikarp and quite a good amount of dratinis from 8pm to wee hours 3am. Just take last Saturday night for example, between 8pm to 2am, me and my friends caught 200 magikarps, 50 slowpokes, (200 psyducks if we want to catch but we don't want ducks), 4 gold ducks, 15 dratinis, 4 dragonairs, 3 tentacruel and a good amount of others. And all these were caught by just stationing at the few pokestops near satay station nearby stadium titiwangsa as mentioned by waveweaver.

On top of that also a Snorlax with 2113CP.
