If I'm not wrong, the IV stats doesn't change when evolving. Generally egg hatch pokemon have better IV.

I think it is better to catch pokemon with reasonable CP or higher level pokemon with better IV prior to evolveing. Evolving low CP with good IV will need a lot of precious stardust.

Don't worry. I had low cp Jynx also. But the perfection score is 90%++. So what we can do now is to use stardust on it.
