or your local JKKK (ketua kampung) can do it also.

easiest way is walk into any law firm and ask them certify
always came with a fee though

I think you can either get a grade A govt servant or a commissioner of oaths to do it.

Need to pay the commissioner of oaths, though. If you have a lot, find a cheaper one. One MCA related one I met wanted RM10 for each document. Lol.
