Few titles are now coming to both android and windows. Most of the games are casual games like cut the rope. I just saw FF9 on both steam and play store. Steam - RM 66. Play store - RM 92.
I have played it on ps 1 when it was released. Aside from touch controls on android with control support (not sure if ff9) has control support, what are the benefits of either platform. I think the graphics should be the same since this is ps 1 era game. Also, as Windows gets more touch friendly with surface, maybe better go windows? Another thing to note is that android version is not cheap. There is steam sales. No such thing on play store in Malaysia.
Some other games on both stores. Sonic Sonic racing Sonic all stars

Depends on yourself. Android playstore - play anywhere anytime Windows Steam-must play on computer with power source, portability very limited unless playing on shield.
Bitfenix too big for your room or components or both.
I have a GTX770 Ti in a bitfenix case. Now you can get Zotac En980 https://www.zotac.com/us/product/mini_pcs/magnus-en980-2 which is more powerful and smaller. My ideal PC is Nvidia Shield size, though not sure if they will release a windows x tablet with a powerful GPU.

Are you using your PC in the living room or bedroom or study room?
Frankly, I would rather go for a more silent build (eg. Corsair Obsidian 550D) than a smaller PC footprint.

bedroom. Got baby now. PC not that silent despite using 25 cm fan. It is behind the desk, only that since its paired to a 27" monitor, the light from the monitor can wake him up.

Usually Steam is cheaper compared to Google playstore.
Eg. Final Fantasy 7 and Final Fantasy 9.
You may want to try doing this for a small footprint for your PC:
