Wondering if RX470 can fit in my budget?

[Budget] : RM 2,300 or less.

[Purpose] : Basic workstation to use accounting software etc.

[Preference] : Small form factor.

Need everything except monitor/mouse/kb.

My mom was going to get this for reference. Just wondering whether it will be more worth it to build one.
