Whole car shaking at that speed is due to aerodynamics, which is a bit hard to improve.
Engine power easily improved by improving the intake system. There's a pinned thread about it, read it to get some idea. Change whole engine to a newer one also can. A newer engine would give you a bit more reliabillity. |

But if he sells the car(which I assume is fully paid, 10 years, should have), the money he gets can be used to pay quite a downpayment.
