For KLIA 2 yes, not for KLIA because its PPL is at satellite building which is accessible via international departures only.

Nope. KLIA has no PPL before check in, unless you spend RM 2 to go to KLIA2 via KLIA Express or Transit to use PPL or GM in KLIA2.

Their WorldMiles card is entitle unlimited access to enter PPL KLIA and KLIA 2 , but there's annual fee of RM 600

SC website only stated out 1st year annual fee waived for this WorldMiles card , didn't announce spend 100k annually will get waiver.
