Looks like registering for new account is trickier than topping up.
To paraphrase what Maybank and CIMB staff told me, registration takes some time and it's possible that all units are taken by the time you're done registering, leaving you with an account with zero deposit. In that case the account will be stuck in "pending" and rendered invalid (or something along that line). Whereas if you're registering at ASNB, they can reserve the units during registration to prevent the previous scenario from happening.
As expected, I had no luck in Maybank.
Surprisingly CIMB staff phoned the local ASNB branch and found out that somehow new account with zero deposit is fine . So I proceeded with trying to open a new account there. In any case, I didn't find out whether zero-deposit was okay or not because I managed to purchase a small amount of ASW units  . Kudos to CIMB for nice service.
Your 1st para is correct, got similar experiences. Staff keep questioning "Apa ini no. ahli invalid?" after passbook printed out. After print passbook, they will key in the AC number to catch unit. That's when error happen. I think maybe have a time limit to catch unit once passbook printed, that's why once overtime and can't catch enough unit within the time limit - account become invalid.
But 2nd para don't think is correct. The rule is minimum 100unit.
So it take a lot of time and energy to open account. If no unit, like packing everything ready to fly but airline say flight is cancelled. Even account opener also waste so much time. I remember my relative still have to answer them what is your occupation, your salary is below or above how much then they key into PC before print passbook. Only ended up with passbook that cannot use coz no unit. So that's why Oscar No Unit is their preferred way.
