This is the problem! The maxis CSR keep saying follow the steps in the website (yada yada, direct connection, bla bla bullshi*). I believe it has nothing to do with the modem/router. The technician who came over also cannot do anything because he doesn't know what causes it to be like that. Looks like a dead end situation before I bombard their IT dept! Getting 128 Kbps of download speed is almost dial-up technology!! exactly how would the house line fault be?
