jokes aside, there's 2 types of cap people normally discuss:
1. speed cap
2. bandwidth cap
1. speed cap
Speed cap means that the maximum download speed (usually, as they never increase the upload speed btw) you've been getting in accordance to your port. Maxis may say your line has 1mbps but if the port is unlocked to 2mbps, most probably you'll be getting 2mbps download. Just like how 1mbps Streamyx users getting 1.5mbps download speed.
2. bandwidth cap
it's your given allocated bandwidth for download/upload. Let's say you're allocated with 40GB bandwidth cap, and you downloaded some stuffs up until 40GB. This means that you've used all your allocated bandwidth already, and the speed of your internet is under the discretion of the ISP. Some may slow down your speed let's say from 6mbps to 1mbps, while some might charge u extra ringgit.
