Different condo probably have different ways of installing the pumps, for a condo which I used to stay (10 floor total), the maintenance guy told me only the top few floors are being supplied through water pumps installed on the roof, the rest of the lower floors are just using normal water supply. Hence my unit on the top floor always have high water pressure, except sometimes when the pump rosak, then pressure become super low.
