my guess is certain settings in utorrent are way too high. setting big numbers do not automatically speed things up.

such as 100 connections per torrent. or 1000 global connections.

you also have to watch your up speed. you cannot set up speed equal to your package's max value.

and don't keep changing these values. sometimes you may need to reset your modem.
